【摘要】:ISO/TS14904:2002specifiestheinterfacesforclearingbetweenoperatorsandgivesaframeworkofthecommonmessagestructureanddataelementstobeusedontheinterfaces.ItsobjectiveistomakethetransferofpaymentandElectronicFeeCollection(EFC)relateddatapossiblebothbetweendifferentpaymentsystemsandbetweendifferentoperatorssuchascollectionagents,clearingoperators,orprovidersofpublicandprivatetransportservices.ISO/TS14904:2002supports:differentpaymentmodes(e.g.pre-payment,post-payment);awidevarietyoftransportandtransportrelatedservices(tolling,parking,ferry/bridge/tunnel,publictransport,paymentforrouteguidanceetc.);operatorservices(co-ordinationbetweencollectorsofmoneyandchargepointsetc.);securityandprivacy.ItisnotwithinthescopeofISO/TS14904:2002todefineadministrativeproceduresandorganisationalstructures.Thespecificationofahigher(e.g.pan-European)levelinter-operablepaymentsystemisoutsidethescopeofISO/TS14904:2002.NotdescribedwithinISO/TS14904:2002areindirect(external)participantssuchasauthorities,enactinggeneralorspeciallegislationconcerningthepaymentsystemandothernationalregulations.Themodelspresentedinthisstandardaregeneric.Simplesystems(closedsystems)canbedesignedbyselectingsubsetsoftheinterfaceframeworkdescribedherein.
